The Library Information Systems Manager is responsible for planning, developing, implementing, and maintaining significant library information system components for the [Court]. Incumbent serves as the technology project manager and expert technology analyst; performs, coordinates, or oversees library information service projects including systems development, management and administration; systems engineering and integration; server administration; systems operation and maintenance; configuration management; hardware/software support and upgrades; and staff support and training. Incumbent performs assigned tasks, reports on task accomplishment, coordinates with other technical staff, and coordinates with and provides feedback to users on the status and progress of technical tasks and projects. In addition, incumbent is responsible for the continuity of library information service operations and ensures that the Library’s information and technical needs are fully supported at all times. Supervises a Library Technology Specialist and works closely with staff in the Court’s Office of Information Technology and staff throughout the Library.

Qualifications

At least five years server administration (Linux and Windows), project development experience, and web-based application development within a library information systems environment required. Programming knowledge or experience that spans a broad range of development software and languages to create customized software and scripting solutions to meet organizational goals, such as knowledge of C#, MVC architecture, Microsoft SQL Server, and shell scripting, required. Three or more years of experience in a library setting required (law library preferred) that provided a broad knowledge and understanding of general library practices, procedures, and policies and how they interrelate in the library environment. Extensive experience using or supporting library systems such as OCLC, Innovative Interface’s Millennium or Sierra, and LexisNexis and Westlaw, required. Must have demonstrated experience and aptitude in management and supervision of technical tasks, activities, projects, and staff in a time-sensitive environment on multiple simultaneous projects. Visual media production experience including the use of multiple software and hardware tools to create professional level digital and print products, often under time pressure, required. Experience managing digitization projects required.

Education

Bachelor’s degree required; major in information systems or computer sciences or similar technical discipline preferred. Master’s degree in library science (ALA approved) preferred.
